The Effect of Organizational Silence on Quality of Long-term Care Services among Care Workers : Focusing on the Mediating Effect of Human Rights Behavior

Abstract
This study aims to examine the relationship between the organizational silence and the quality of long-term care services among care workers, and to verify whether the perception of the human rights behavior serves as a mediating effect. Data was collected through a questionnaire survey of 230 care workers in Daegu Metropolitan City and analysis was conducted by descriptive analysis, correlation, hierarchical regression and sobel test. The main results of this study are as follows. First, it was found that the organizational silence of care workers has a negative effect on the quality of services. Second, it was found that the perception of the human rights behavior has a partial mediating effect on the relationship between the organizational silence and the quality of services. Third, regarding control variables, the shorter the working hours of care workers and the more paid vacation was provided, the better quality of care services they provide. Based on the overall novel findings, this study suggests strategies to increase the quality of long-term care services.
